Kim Etherton brings more than 25 years of experience to her role as Director of Programs & System Development at Houses of Hope, helping shape programs that support people building better lives in recovery. Her work has always centered on one thing—meeting people where they are and helping them move forward.

A Path Shaped by Experience
Kim’s journey into behavioral health began at the Lancaster County Crisis Center in the late ’80s and early ’90s. That early experience led her to pursue a master’s in clinical counseling and build a career focused on supporting individuals through complex, life-changing challenges.
Over the years, she’s worked alongside leaders in the field and developed programs—especially within the criminal-legal system—that focus on treatment, support and real pathways forward.
Why the Work Matters
At Houses of Hope, Kim sees every day how access to care can change lives—not just for individuals, but for the whole community.
“We all want to live in a healthy, vibrant community. We all want fulfilling, meaningful lives,” she says. “When people have access to the right support, everyone benefits.”
She’s especially moved by the moments when people reconnect with family—reminding her that strong, healthy relationships are often at the heart of long-term recovery.

Kim is passionate about breaking down the stigma surrounding substance use and mental health. These challenges aren’t about willpower—they’re shaped by a mix of biology, environment, trauma and life experiences.
